Boxer Indemnity.
I discussed this with Minister for Foreign Affairs on May 20th. Wang opened by reverting to suggestion of Minister of Finance that a portion of the funds (estimated at 20,000,000 dollars) be set aside for currency re-organi- zation. While admitting that object in view was theoreti- cally admirable I discouraged the idea as much as possible as opening up at this late stage a new line of country and being altogether outside the scope of our proposals and Committee's report on which they were based. I hope but I am not sure, that, I have ridden him off this suggestion.
2. On the question of form of assurances I read him
relevant substance of your telegram No. 189 to Peking. Subsequently he himself expressed view that it would be preferable to draw up some paper in place of verbal assuran- ces recorded in minutes. This afforded me opportunity to
hand in our drafts, namely:
(1) His note to me covering general assurances amended in accordance with your telegram No. 149 to Peking.
(2) Assurance re railway debts amended by deletion of words "use of remitted British indemity funds for purposes" and insertion of words "their programme of" before word "railway" and also word "early" before word "settlement" and
(3) My reply to one, text of which is contained in my
telegram/
